DESCRIPTION
The idea is to simulate as closely as possible not just the hydro substratum of Spain?s water problems, but also the characteristics of the political and economic agents currently involved in decision-making and how far each may determine the rules of play. One of concerns of this approach is the interaction of human behaviour, and the limits imposed by individual rationality, with the changing face of the hydro substratum.
